British Standard Pipe (BSP) is based on the inside diameter (I.D) of the pipe - not the outside diameter (O.D) of the thread, which in the case 1/4" BSP has a O.D. of 0.518"
The root diameter is 0.451" and there is 19 T.P.I.
The motoring industry use the outside diameter of the pipe for it's size and for 1/4" BSP you have the options of 5/16" OD or 1/4" OD pipe.
